The Minister of Digital Transformation in Sudan faces urgent tasks to rebuild governance and accelerate e-government systems amid the country’s fragile post-war recovery. A key step is activating the Receipt Issali service by integrating institutions and companies through digital interconnection and enhanced oversight.
The conflict revealed weaknesses in Sudan’s data infrastructure when the Issali 15 system and main data center went offline. Despite progress in building a national data facility and digital identity platform, the lack of an operational backup center left critical systems exposed. Experts urge immediate adoption of cloud-based disaster recovery solutions to safeguard government data.
Digital transformation is central to economic stabilization, improving revenue collection, promoting transparency, and supporting citizens through inclusive digital services. The Ministry’s success stories in higher education and customs systems show the potential for expansion to tax, port, and financial institutions.
To maintain momentum, policymakers are calling for a Supreme Council for Strategic Planning—an independent body tasked with coordinating digital strategies, tracking performance, and ensuring that implementation continues beyond individual tenures.
