The Sudan Customs Authority has entered into a partnership with Substansible Company to establish and manage an Advance Cargo Declaration (ACD) platform aimed at improving port security and trade facilitation.
The agreement, signed in Port Sudan by Customs Director General Lt. Gen. Salah Ahmed Ibrahim and a representative from Substansible, was witnessed by Finance Minister Dr. Jibril Ibrahim and Undersecretary Abdullah Ibrahim.
Lt. Gen. Salah stated that the initiative supports the authority’s ongoing digital integration program, aligning Sudan’s customs operations with international trade standards. The ACD system will allow for pre-verification of cargo data before shipment, preventing the importation of prohibited or non-compliant goods.
He emphasized that the platform will streamline customs clearance, reduce port congestion, and enhance revenue collection by ensuring accurate tax assessments on imported items — marking a key milestone in modernizing Sudan’s trade infrastructure.
